On Sunday, April 26, the Minister of Economy Luis Caputo threw out Carlos Frugoni of the Infrastructure Coordination Secretariat, the position he had held since January 2026. The decision came after an investigation by the channel A24 stated that the official had at least seven properties in the state of Florida and two business companies in Delawareall without declaring before the Anti-Corruption Office (OA) or before the Customs Collection and Control Agency (ARCA).
The official version had its nuances. From the Presidency they defined it bluntly: “it was a dismissal”. In the Ministry of Economy, on the other hand, they argued that it was Frugoni who put the resignation on the table to, in his own words, “clarify his situation.” The narrative difference was not enough to conceal the substance of the scandal.
Companies and departments
As revealed by the program Wifi24 of A24, Frugoni articulated the purchase and administration of the properties through two limited liability companies incorporated in Delawareone of the most opaque North American states for asset tracking: Genova LLC (created in 2021) and Waki LLC (created in 2025). Both would have been registered through Harvard Business Services Inc. as registering agent, and would appear with Frugoni as controlling and beneficial owner.
The properties are concentrated in South Florida: five of the seven properties are in the palm beach countyin locations such as Delray Beach, Lantana, West Palm Beach and South Palm Beach. Their valuations range between 140,000 and 310,000 dollars. The investigation also identified an apartment on South Ocean Boulevard valued at $215,000, among others.
Before the journalist Nicolás Wiñaski, Frugoni himself admitted the omission: “I made a mistake. I was rectifying this situation because now I am a national official. I was wrong. I am also going to include the departments in ARCA”said. The rectification did not arrive in time.
Who is Frugoni
Frugoni was no stranger to the labyrinths of public administration. Before taking over as secretary in the government of Javier Mileiserved as executive director of the National Transport Regulation Commission (CNRT). And before that, during the presidency of Mauricio Macripresided Urban Highways Public Limited Company (AUSA)the company responsible for the construction of the Paseo del Bajo in the City of Buenos Aires. That background had already generated public questions at the time.
In the libertarian government, Frugoni reached a secretariat of enormous weight: the person responsible for the adjudication and supervision of public works tendersone of the most sensitive funds in the State. He was also considered Caputo’s most trusted man.
The heritage profile that emerged during the week added more elements. According to the Buenos Aires legislator, Del Gaiso in the X network, in 2023 Frugoni would have made investments in 16 companies for 40 million pesos —with the dollar at $200— while simultaneously sending personal funds abroad and receiving salaries from the State. The situation led to complaints filed both in the federal justice as in the Anti-Corruption Office.
The context: Adorni and the double rod
The Frugoni case broke out at a time when the La Libertad Avanza government was already burdened with revelations about the Chief of Staff. Manuel Adornialso investigated by Justice for his assets. From the presidential environment they tried to make a clear difference between both scandals: “With Manuel there is only speculation, in the case of Frugoni everything was proven”sources from the Casa Rosada slipped. Another official voice summarized the distinction in starker terms: “You are comparing seven houses in Miami with two properties in Argentina”.
Frugoni’s replacement will be Fernando Herrmannan architect graduated from the University of Belgrano with an EMBA from the IAE, who until that Sunday held the Ministry of Transportation. In turn, Mariano Plencovichuntil then Undersecretary of Automotive Transportation, will replace Herrmann. The internal displacements, in short, exposed the fragility of the trust that Caputo had built around infrastructure management.
