Any officer who uses violence, such as against those present at a demonstration, is obliged to report it himself. It will then be assessed whether, for example, the riot police or a so-called Romeo – the police arrest unit – who handed out the beatings, acted according to the rules. “If they don’t report it,” explains Maarten Brink of the Dutch Police Union, “they have a big pipe to smoke.”
