Since foreign adoption has been restricted in the Netherlands, more and more prospective parents are turning to surrogacy, often across the border. What seems to many to be a last chance to have a child also raises big questions. Judges warn that this is precisely where abuses can arise that are reminiscent of previous adoption scandals.
