The announcement comes just a day after Trump suffered a devastating defeat at the US Supreme Court. The Supreme Court had banned him from imposing tariffs on imports of goods from many countries, citing an emergency law. Aggressive tariff policy is a core element of Trump’s second term. Trump announced that he would use other avenues to continue enforcing his tariffs.

After his defeat on Friday, Trump signed an executive order on the same day to impose an additional 10 percent global tariff on imports into the USA. This should apply from next Tuesday (12:01 a.m. local time/6:01 a.m. CET), as the White House announced. Now Trump followed up and announced an increase to 15 percent – “to the fully permissible and legally tested level,” as Trump wrote. How exactly the change will be adjusted and when it will take effect remained unclear – although Trump wrote of “immediately”.

According to the White House, Trump is relying on a 1974 trade law for the additional global tariff. This allows tariffs to be levied on imports for up to 150 days. However, for a longer period of time, Trump would need the approval of the US Parliament. Experts also doubt whether the necessary requirements for using this legal basis for temporary tariffs have even been met.
