In order to secure the US’s technological leadership in the field, chip manufacturer NVIDIA is urging US politicians to renew the “National Quantum Initiative” (NQI).

• USA aims to lead in quantum technology
• NVIDIA advocates for increased government engagement
• CEO Jensen Huang transforms from skeptic to optimist

For a long time, NVIDIA boss Jensen Huang was considered a skeptic when it came to the marketability of quantum computers. But the tide has turned and now, in view of the rapid technological acceleration, the US company has even officially spoken out in favor of a realignment and extension of the National Quantum Initiative. While the original 2018 initiative accelerated research, it needs further development, according to a blog post from NVIDIA’s vice president of applied research, Krysta Svore. The focus is on the transition from pure basic research to system-wide implementation and hybrid infrastructures.

From skeptic to driver

This initiative is particularly remarkable given the history of CEO Jensen Huang. As recently as January 2025, Huang had expressed considerable doubts about the timely usability of the technology, triggering price losses in specialized quantum stocks such as D-Wave Quantum or IonQ. At that time he predicted that it would take around 20 years for very useful applications to take place.

But this defensive attitude is a thing of the past. Huang made a radical turnaround and now describes the current phase as a “turning point.” He publicly admitted he was wrong and was impressed by the industry’s progress. “Quantum computing is reaching a tipping point,” he emphasized at the NVIDIA GTC conference in Paris in June.

Integration of AI and quantum technology

NVIDIA’s argument for a new law is based largely on its close integration with artificial intelligence. In Krysta Svore’s official blog post, the company states: “Combined with artificial intelligence, quantum computing will define economic competitiveness, national security and scientific leadership of this century.”

As a result, NVIDIA is now urging the US Congress to reauthorize the NQI to ensure US leadership beyond the AI era. At the end of the blog post it reads: “Reauthorization of the National Quantum Initiative is the way the U.S. can turn its leadership in research and AI into a lasting advantage and ensure that it remains a leader beyond the age of AI. We call on Congress to make reauthorization a priority.”

NVIDIA positions itself as an interface

For NVIDIA itself, this initiative is also a strategic investment in its own infrastructure. With technologies like CUDA-Q, the company already offers a platform that allows developers to program quantum processors (QPUs) and graphics processing units (GPUs) in a hybrid system, as the company explains in its blog. The group is thus positioning itself as an indispensable interface in a future in which classic supercomputers and quantum systems merge into a single unit.

Current legislative initiatives: Focus on applications and security

The National Quantum Initiative was created in December 2018 through the National Quantum Initiative Act (NQIA) to establish a coordinated federal strategy to accelerate quantum research and development (R&D). Since the original funding authorizations for some programs expired in September 2023, work is currently underway to renew them.

The National Quantum Initiative Reauthorization Act, introduced in the Senate in January 2026, would extend the program for another five years until December 2034, according to a statement from the US Senate Committee on Commerce, Science, and Transportation. The new draft law marks a strategic shift: While the focus has previously been on basic research, the new version aims to accelerate the transition to practical, commercial applications – for example by engaging NASA for quantum communications in space and strengthening the resilience of supply chains.
