EU leaders are still talking about a billion-dollar loan to Kyiv after opposition to the use of Russian assets

EU leaders are nevertheless considering a plan to have the European Union lend billions of euros to Ukraine, EU sources say. The Netherlands and many other countries would rather use the frozen Russian assets to help Ukraine out of its financial crisis, but the resistance to this appears to be still too great.
