At the heart of the corruption scandal that is shaking the National Disability Agency (ANDIS), a striking term leaked into the notebooks of the case and began to circulate in judicial and media conversations: “karinear”, a verb that, according to wiretaps seized by Justice, was used to refer to the alleged distribution of illegal commissions.
The indirect protagonist of this curious expression is Ornella Calvete, former director of Regional and Sectoral Development in the Secretariat of Industry and Commerce of the Ministry of Economy, who was summoned for investigation by federal judge Sebastián Casanello in the context of the case for alleged bribery in ANDIS.
Calvete, daughter of the alleged bribe collector Miguel Calvete, resigned from her position after a raid on her home where Justice seized nearly $700,000, an element that motivated the investigation to deepen.
According to the evidence obtained by the prosecution, Calvete was referring to collecting or managing the “3%” commission that supposedly corresponded to certain actors linked to the case. In an audio recovered from his cell phone, he tells his father, in an informal tone: “Listen to me Pedro, if you don’t take care of me, I’ll keep 3%, don’t make me lose the commission.”
The phrase not only put Calvete in check, but also revived the investigation’s focus even more, amid audios attributed to the former head of ANDIS, Diego Spagnuolo, which mentioned percentage payments linked to the purchase of state medications from specific suppliers and mentioned figures close to the Presidency.
The case, which focuses on the management of contracts and alleged returns in the purchase of medicines for people with disabilities, remains under summary secrecy, and Justice continues with subpoenas and evidentiary measures to clarify whether there was a network of bribes organized around the tenders and awards made by ANDIS.
Meanwhile, the use of the new term—which is already circulating among judicial operators and politicians—has become a symbol of a scandal that mixes internal jargon with accusations that could have far-reaching political consequences.
