Minister Keijzer of Housing and Spatial Planning has started the consultation for the novella with which she repairs 3 amendments in the Reinforcement Direction of Volkshuisvesting. The amendments are legally not sustainable or impracticable.

The short story is a repair law that changes the bill that is currently at the Senate. The aim is to treat the short story as quickly as possible. The short story now goes to consultation for 2 weeks and then for advice to the Council of State, after which it can go to the House of Representatives. Subsequently, the Senate can simultaneously vote on the novella and the Bill Reinforcement Direction, so that the law can enter into force as quickly as possible.

In the novella, the minister scraps 2 amendments: the absolute prohibition on priority for all persons with a residence permit and the handling of building permits by the Minister of VRO as municipalities to decide too late. Finally, the novella changes a third amendment about the pre -emptive rights of municipalities, so that this is again brought into line with the property right.

Minister Keijzer: “The Public Housing Direction Act is of great importance to tackle the housing shortage. With this novella I repair the Bill Reinforcement Direction so that it is executable and legally sustainable. The aim is to treat the novella as quickly as possible in the Second and First Chamber, so that the Senate can then vote simultaneously about the Netherlands Act and the Novelle.”

Bill Reinforcement Direction Volkshuisvesting

The Bill Reinforcement Direction Volkshuisvesting ensures that governments can steer better and faster on how much, where and for whom they are going to build. The law must ensure more grip on where, for those and how much we build, with more pace and equal opportunities for urgent home seekers.
