On the proposal of Minister Keijzer of Housing and Spatial Planning, the Council of Ministers sent the bill on priority status holders to the House of Representatives. In the proposal, the government is scraping the possibility for municipalities to give status holders priority over social rental homes on the basis of the fact that they are status holder. With this measure, the government wants to make the distribution of scarce homes fairer. Status holders get the same position as other home seekers.

Minister Keijzer: “With this bill we normalize the position of status holders. It cannot be that people who have been on a waiting list for a social rental home for years are being overtaken by people who have built up much less waiting time. Just like for other home seekers, it must be normal for status holders to arrange housing themselves.”

Status holders can still register for a social rental home, but, like other home seekers, must build up sufficient waiting time to be eligible for a home. Buying or renting a home outside the social rent is also an option, just like housing parts, hospithaors or temporarily withdrawing from family or friends.

Financial support

In order to stimulate housing parts and to speed up the outflow from reception locations, in the first year after training, municipalities are given the opportunity to give status holders priority when allocating rooms or shared living space. The government also supports municipalities with various financial schemes. Additional budget has been made available for the Flex and Transformance Houses (SFT) stimulation scheme, which extends the scheme for 1 year (up to and including 2027) and the amount per home is increased to better match the needs of municipalities.

Grip on migration

The bill is part of a broader package of measures to limit the asylum intake and to relieve the pressure on the reception. For example, the legislative proposals for asylum measures and the two -state system were adopted by the House of Representatives. Among other things, stricter conditions are set to naryizers. The cabinet expects fewer people to come to the Netherlands through NareIS and that newcomers will become self -reliant faster.

The bill has been submitted to the Advice Department of the Council of State. In the so -called further report, the government gives its opinion on this advice.
