Important legal changes and appointments that shape October. What you should definitely know from October 2025, overview here.

• Real-time transfers through EU mandatory, additional fees are no longer allowed
• Special rule for central heat pumps expires
• Conversion from summer to winter time

The transfer of money of the future

What is often considered an optional service today becomes a mandatory in autumn. Transfers in real time that arrive on the recipient account within a few seconds should become the standard. The European Central Bank has launched the so -called “Instant Payments Regulation” in order to make payment transactions faster and safer across Europe.

So far, many banks have requested an additional fee for this service. This will end from October 9th. According to Ernst & Young, the money houses must ensure that transfers will be carried out in seconds, at the same price as conventional payments.

Heating without a flat rate

A new chapter is also based on German apartment buildings. For decades it was allowed to change the costs of central heat pumps to all tenants. This regulation is eliminated on September 30th. From October, each kilowatt hour must be recorded and billed individually.

The energy service provider Techem points out that landlords now have to incorporate measuring and meter technology for the operation of such systems. Without this equipment, a legally secure billing is not possible. For the residents, this means: In the future, the additional costs will reflect the actual consumption. Those who heat sparingly pay less, who consumes a lot. According to the consumer advice center, this brings more transparency, but also harbors the risk of additional payments if the previous flat rate was too low.

Change in time

Last Sunday in October 2025, the clocks will be resolved from summer time to winter time (on the night from Saturday to Sunday, from 3:00 a.m. to 2:00 a.m.). According to information from the Council of the European Union (Consilium), there has been no agreement to abolish the time change. Suggestions from 2018 remain in the suspension; So far, none of the EU member states has decided bindingly whether permanent summer time or normal time should apply.
