Even in 2026, the Ministry of Justice and Security will continue to work for a safe and resilient society. People must be able to count on a government that protects them against injustice and insecurity. Structurally investments are being made safe and fair in the Netherlands. In addition, the Ministry of Justice and Security invests extra in the safety and resilience of society, reducing capacity shortage within (youth) criminal law and access to law.

Investing in safety and resilience

Our national security is under pressure. Threats are more urgent and more complex than ever. Due to the developments at home and abroad and military threats against national security, an amount is available for resilience from 2027 to € 70 million structurally from 2030. The government wants the resilience of governments, companies and citizens to rise, so that our society can continue to function in exceptional situations. In addition, € 25 million has already been cleared before 2026 because resilience is not waiting until 2027. The focus on regional and local resilience and the emergency support points and the Public Campaign Think are first looked ahead.

Housing prison system

Without measures, the existing deficits in the prison system are increasing. That is why € 35 million has been released for the housing problem at the Custodial Set up (DJI) from 2028. From 2031 this is structurally € 50 million. This is intended for the opening of the Judicial Youth Institution (JJI) in Harreveld (Oost Gelre). The expectation is that this establishment can be put into use in phases in 2027. A total of 70 places will be available. Young people who are now forced to be in a regular prison due to capacity shortages will soon be able to go to a JJI. In this way, cells are also released for other convicts.

Invest in social law and case law

Anyone who threatens to get into trouble due to a legal problem is entitled to legal aid. Even if they cannot pay this or find it less good to find the road to court. Social lawyers are an important access to law for these people. This profession is under pressure due to aging and outflow. That is why from 2027, € 30 million extra will be invested in structurally to strengthen social law. Already in 2026 € 15 million will be used to adjust points of points that social lawyers receive for business. The allowances and the basic rate per point are also increased, as well as the travel allowance for mediators. In addition to investments in the Social Advocatuur, € 50 million extra is invested in the Judiciary. This money goes to family and juvenile law: more session for family and youth matters, the standard hearing of children from 8 years, the use of pedagogical staff and the accommodation of successive affairs of a family with the same juvenile court.
