People with disabilities still experience thresholds in society, so they cannot participate sufficiently. That is why the government is now presenting a work agenda with measures for the next 5 years to remove these barriers as much as possible. This stems from the national strategy For the implementation of the UN Convention Handicap. With the ratification of the UN Treaty Handicap in 2016, the Netherlands committed itself to improving the position of people with disabilities. The work agenda was created in collaboration with people with disabilities, representative organizations and co -authorities. The Ministry of Health, Welfare and Sport (VWS) coordinates the implementation of the work agenda.
State Secretary Pouw-Verweij (VWS): “It is unacceptable that people with disabilities still experience problems with, for example, traveling by public transport, finding work or an accessible home, or with social activities. It is a human right to be able to participate in society on the same footing, so there is really work to be the first steps. I also want to take the first steps with this work agenda. Constantly keep going with them. ”
Customization in education and accessibility for culture and media sector
In primary and secondary education, the possibilities for customization are extended and it is ensured that every student who needs extra support can contribute to this by introducing a legal hearing right on 1 August 2025.
In addition, the government is committed to making culture and media more accessible to people with a physical or cognitive disability. For example, there will be a knowledge of knowledge accessible culture and a financial arrangement is being started to increase accessibility and inclusion within the culture and media sector.
Appropriate indications and decisions and the ‘Always the right door’ principle
A well -known bottleneck for people with a lifelong disability is that they have to repeatedly demonstrate that they need a certain form of care and support, while their care needs are clear and not changing. To prevent unnecessary re -indications, the Ministry of Health, Welfare and Sport, VNG and ZN come up with a joint plan of action to encourage municipalities to issue indications with a longer duration.
Another improvement is the integral approach to a demand for care, according to the ‘always the right door’ principle. The parties involved make cooperation agreements, so that they can help people where they turn with their request for help. This year, the Ministry of Health, Welfare and Sport is starting an investigation into a number of municipalities into how this can best work in practice, together with implementing organizations, municipalities and care parties.
More equality between municipalities
The work agenda includes a number of measures that must reduce the differences between municipalities. The Ministry of Social Affairs and Employment (SZW) looks at how the methods and conditions of applications for employment facilities can connect more nationally. In the same Light, the Ministry of Infrastructure and Water Management (I&W) is investigating together with municipalities or clear agreements about exemption stickers for adapted bicycles can be made, so that the expenditure and application in municipalities can be equated.
Better accessibility legal aid, more attention to inclusive crisis communication
The Ministry of Justice and Security (J&V) is committed to improving the physical and digital accessibility of organizations where people can go for primary care, such as the Legal Counter. This also applies to the accessibility of the case law.
In addition, care and security organizations work together with the Ministries of J&V and VWS on better accessibility of information about places where people with a disability can go that are victims of violence, abuse or neglect. Furthermore, focus is on better inclusive risk and crisis communication, such as the NL-Alert app for people with an auditory and visual impairment.
Target group involved as much as possible
To test whether we do the right things and continue to do, the target group is involved as much as possible. For the realization of the work agenda, 50 organizations have been invited that represent different groups of people with a disability. All ministries have also invited experiential experts with specific expertise in their policy areas. In the future, people with a disability continue to talk about the implementation of the measures. With this, the position of people with disabilities must improve noticeably in the coming years.
