The large -scale Russian invasion unfortunately continues. There is political agreement on the extension of the temporary protection for refugees from Ukraine in the European Union (EU), up to and including 4 March 2027. The government supports Ukrainians who already want to return and is working on a broader return program. In addition, the cabinet is working on plans for an alternative to the right of residence in the form of a transition document for refugees if the Temporary Protection Directive (RTB) stops.

The European Commission has proposed offering refugees from Ukraine protection for another year. All European Ministers of Justice and the Interior have approved the proposal to extend the RTB up to and including 4 March 2027. The European Commission advises countries to withdraw together as much as possible in the preparation for the period after the RTB. The cabinet also finds this important.

Voluntary return

In addition, the government is developing a return program that helps refugees to return voluntarily to Ukraine, when possible. With this return program, the government wants to connect with the reconstruction of Ukraine and will offer additional training and support to refugees within the return program. The program must be ready for use for refugees from Ukraine if it becomes possible to return to Ukraine sustainably.

Possibly new residence permit for refugees from Ukraine will stop as temporary protection

Not everyone can return at the same time. That is why the government is also investigating the possibilities for a new temporary right of residence for refugees from Ukraine if their temporary protection of the RTB stops. A so -called transition document could be the solution for this.
