The EU government leaders believe that Member States should not be forced to borrow money to invest extra in Defense. It must also remain voluntary to activate the national escape clause, which does not include additional defense expenditure on the budget deficit and the government debt. The 27 EU leaders agreed on this on Thursday in a final statement about Defense.
