The government and the co -authorities have made further agreements about the choices to be made when designing the space in the Netherlands. In a first series of ‘spatial arrangements’, the government and provinces give direction to choices in the field of, among other things, living, working, water, agriculture, economy, energy and defense. Furthermore, four new large -scale housing locations are in the picture: Alkmaar, Apeldoorn, Enschede/Hengelo and Helmond.

Minister Keijzer (Housing and Spatial Planning) also writes this on behalf of a number of other ministers in a letter to the Lower House. In the letter, the minister explains the results of the Administrative Consultations for Living Environment (BOL) that rich, regions and co -authorities have completed this week.

Minister Keijzer: “The Netherlands is small, but we are big in what we achieve together. For centuries we have been building our dikes on cities and villages for centuries. So we can do that today. For that it is essential that all governments and society work together.”

Implementation agenda for area -oriented approach

In addition to the spatial arrangements per province, implementation agendas for some of the 16 so-called Novex areas have been established in the interview rounds. In these areas, the physical tasks and its stacking are so complex, that rich and region collaborate intensively in the area -oriented approach. For example with port, industrial and urbanization areas. The implementation agendas state agreements about who, what, when does to achieve the joint objectives.

Promising large -scale housing locations

For housing and accessibility, the government has made 5 and 2.5 billion euros available respectively. To effectively tackle the housing assignment in the Netherlands, new large -scale housing locations must be designated. For complex locations where at least 3,500 homes are planned up to and including 2034, extra control of the government is required.

The consultations state that there are promising large -scale housing locations within the municipalities of Alkmaar, Apeldoorn, Hengelo/Enschede and Helmond. For these locations, a joint picture will be drawn up in the coming period about the specific spatial tasks and the necessary investments.

The new locations are on top of the current 17 large -scale housing areas and will be given a place in the new Space Memorandum.
