Bonn (dpa-AFX)- Should operators of wind and solar systems pay in the future to the public network for the feedback of electricity? The Federal Network Agency wants to publicly discuss these and other questions of future financing of the power grids in the coming months. The start was now the submission of a key point paper. The background is the high costs for energy transition expansion.

The topic concerns all electricity consumers. You pay the fees for the operation and expansion of the networks via the electricity bill. A good quarter of the electricity price is now eliminated. However, if you get electricity into these networks, you have not paid anything for this.

So far, only electricity consumers have paid network fees

“In today’s network fee system, the removing network users alone bear the costs of the network,” the Federal Network Agency writes in paper. In addition, network operators, operators of electricity storage systems and electricity retailers were also one of the relevant actors. “The concrete role of some of these actors in relation to their financial contribution to the network charges must be illuminated in the further course of the procedure,” it said.

“We have to reform the system according to which network fees are collected,” said President of the Office Klaus Müller. In this way, the number of users would be smaller that paid in full fees. At the same time, the costs rose: There are also no signals, “how and where systems can be operated inexpensively in order to avoid unnecessarily expensive expansion of the networks.” There is also no incentives in the system today that reward flexible behavior. The aim is to make the remuneration system sustainable.

Costs are to be distributed over more shoulders

For example, the authority wants to discuss whether and how network charges should be charged if electricity is fed into the network. “A contribution can either be charged via a feed -in or a basic network fee that also has to pay feeder. The costs would be distributed over more shoulders.”

An introduction of new pay components such as the basic or capacity price is also conceivable. Currently, consumption is currently being charged with fees, although it is not the main cost driver. An additional flat -rate basic price could map the costs of proper.

The new federal government also has the topic of network charges on the agenda. In order to ensure relief for the electricity price, she wants to reduce the network charges. In addition, the Union and the SPD want to permanently cover the network charges “to create planning security,” says the coalition contract./TOB/DP/Men
