The Buenos Aires Justice raided the headquarters of Cecaitra on Tuesday, a civil association that groups companies dedicated to traffic control, after detecting that at least 155 photomult cameras operated without legal authorization in different municipalities. The operation was ordered by the prosecutor Álvaro Garganta, who also ordered to register the private domicile of the president of the entity, Bernardino García. According to judicial sources, the case could expose a parallel collection framework through the Traffic Fines System, one of the most delicate edges of the scandal that already caused the resignation of the former Minister of Provincial Transportation, Jorge D’Onofrio, in December 2024

Minister in the sights

The fall of Jorge d’Onofrio As Minister of Buenos Aires was not an isolated episode, but the outcome of an investigation that presented a parallel collection framework with an epicenter in the Photomult system. The former official, one of the referents of the renewal front within the cabinet of Axel Kicilloftoday faces several judicial charges that include alleged money laundering, bribery and addressing public contracts.

D’Onofrio resigned at the end of 2024officially for “personal reasons.” But the background was another: justice already had it under the magnifying glass with several members of her closest political circle, including the former president of the Deliberative Council of Pilar, Claudia Pombo; his daughter Agustina Cuadra; the foul judge Mario Quattrocchi; and other operators that, according to complaints, integrated a structure aimed at offering “erased” of fines in exchange for commissions.

The judicial case, promoted by Prosecutor Álvaro Garganta And the federal judge of Campana Adrián González Charvay, revolves around a repeated mechanics: managers linked to the ministry contacted offenders, offered to eliminate the fines of the system and charged between 30% and 50% of the original amount as a commission. The focus is to determine whether D’Onofrio used its position to favor certain suppliers, many of them linked to their political and family environment.

A complaint from the president of the Secutran company, Leandro Camani, contributed details about how these maneuvers affected other actors in the sector. According to their testimony, the illegal business of the managers would have caused millionaire losses for their company, while certain suppliers obtained contracts without going through public tenders.

Money route

Justice also requested Spain for collaboration to verify whether D’Onofrio and its surroundings used societies abroad to channel unstalled funds. According to the investigation, Claudia Pombo and Judge Quattrocchi would be the headlines of a signature based in Malaga, Cattleya Blue SL, dedicated to the exploitation of two restaurants. Last December, Judge Charvay ordered to lift the bank, fiscal and stock market secrecy of all the accused, including d’Onofrio, to follow the trail of a possible illicit enrichment as of December 2021.

D’Onofrio was one of the main chips of the Renovating Front inside the Buenos Aires Cabinet. He assumed as Minister of Transportation in January 2022 and was promoter of initiatives such as the Zero Alcohol Law, the extension of the educational ticket and the young license program. But the photomult scandal quickly fed their political capital. His replacement, also a man of Massism, Martín Marinucci, former president of Argentine trains, assumed the position without formal ceremony but with explicit political support of Sergio Massa and Axel Kicillof.
