In the National Program for Rural Areas, the national government and the provinces are working on an area-specific approach to improve soil and water quality, reduce greenhouse gases and the necessary nitrogen reduction. To investigate the environmental effects of the structuring choices from this programme, an environmental impact report is being drawn up: the SEA.
What is the planMER?
The impact of the structuring choices from the NPLG on the environment is described in the SEA. Structural choices indicate how to
the nature, water and climate goals in the different types of areas can be worked on. The structuring choices give direction to the spatial design and
take into account what water and soil can carry.
Example structuring choice
Buffer zones along stream valleys on high sandy soils in the context of large-scale stream restoration. The environmental impact report examines the effects of buffer zones on, for example, the quality of nature, landscape and water.
How is the planMER created?
1. Scope and Level of Detail (NRD) Note – An NRD is drawn up in order to clarify in advance exactly which environmental e ects are being investigated in the SEA. The NRD describes what is being investigated in the SEA, in what way and in what detail.
2. NRD for inspection – In March and April 2023, the NRD will be available for inspection for six weeks. Anyone can submit a response with a view via www.platformparticipatie.nl.
The EIA Committee also advises on the NRD.
3. NRD final, drawing up planMER – When the NRD is final, the frameworks for the SEA are finalized
bright. People who have submitted a view will receive a response.
4. PlanMER and design NPLG available for inspection – The SEA and the draft NPLG are expected to be available for inspection for six weeks in the autumn of 2023. During this period, anyone can comment on the documents.
5. Assessment of planMER and determination of NPLG – After the SEA has been drawn up, the independent EIA Committee reviews the report for completeness and quality. The government uses the SEA and the advice of the EIA Committee to improve the NPLG. Finally, the NPLG is adopted, with the government also commenting on the views submitted.
Goal: To map the environmental effects of the structuring choices from the NPLG. So that the importance of the environment can be taken into account when improving
of the program.
